The debris Removal process is underway, albeit slowly.  The time frame is being dictated by the complexity of the process and the magnitude of the disaster.  My takeaways are (1) FEMA will pay for all debris removal done by FEMA, but will not reimburse for debris removal done by a private landowner, (2) the debris itself for the most part is considered toxic and anyone attempting to initiate removal on his own should understand that your local sanitation provider will require extensive sorting, and (3) any significant volume of debris being turned in to your local sanitation provider will quickly overwhelm them and interfere with normal operation.  Hence patience is strongly urged.

Below is a short update/description of the FEMA Private Property Debris Remove Process (PPDR) prepared by John Moon from DHSEM at my request. The purpose is to provide a brief outline of what to expect during the cleanup operation.  The PPDR process is separate from the NRCS work on flood debris removal and slope stabilization.   FEMA will pay for the full cleanup of properties and the proper debris disposal. This will be the best option for the County and Village residents provided they do not proceed on their own.  If the property owners choose to proceed on their own  FEMA will not pay for the work on their property.  Also, if property owners do their own cleanups, they will most likely overwhelm the County and the Village’s Solid Waste Removal Systems thereby increasing costs to the County and the Village.

 

 

Unfortunately, the PPDR Process will take time.  We are doing everything on our end to expedite the process as much as possible.  We will provide the ROE forms as soon as they are provided to us by NMED.

 

To give an example of the complexity of the cleanup of a burned homesite – the metal, wood, block, slab, appliances, propane tanks, burned trees, automobiles, etc. will all be removed and hauled to EPA approved landfills according to the waste type. A property owner conducting their own cleanup would have to segregate and stage the debris accordingly even to have the debris picked up by UWS or the Village.

 

The PPDR process will provide a significant savings to the property owners who are patient enough to wait for cleanup.

 

The County and the Village will jointly push the information necessary for property owners to access this program as soon as it is firmed up.

 

We will be utilizing the Assessor’s office database to notify owners of properties affected by the fire and to provide them with the proper forms and information.

    FOREST WASTE means materials generated by tree pruning, dead or live tree removal or land clearing projects, regardless of the size of the individual items.

The Station will not accept hazardous waste, tires, batteries, liquid paint, and other such waste restricted by the State.
